Finding information you need for your declaration using the Northern Ireland Online Tariff

How to use the Northern Ireland Online Tariff to find commodity codes, import duties, taxes and import controls.

This guidance is about the Northern Ireland Online Tariff. If your goods are not in free circulation (where duties and taxes have been paid in Great Britain) and are ‘not at risk’ for onward movement to the EU, you must use the UK Integrated Tariff instead. The navigation and search steps are the same in both tariff services.

Find your goods on the Northern Ireland Online Tariff

Go to the Northern Ireland Online Tariff (opens in a new tab) and follow these steps.

  1. If you know the right commodity code for your goods, you can search for it. If you do not know it, type in keywords such as the name, use or material of the goods. You will need a commodity code for your declaration.
  2. Enter the date you plan to move your goods or the date your goods arrived in Northern Ireland and select Search for a commodity.
  3. Make sure you have the right commodity code by checking the classification description.
  4. If there's more than one commodity code available, select the 10-digit commodity code that best describes your goods.
  5. In the page for that commodity code, search for the country of origin of your goods under Select a country.

Find import and export measures

In the commodity code page, select Import to see what measures apply if you’re importing goods.

If you’re exporting goods, select Export too see what measures apply.

Check financial measures

Under Import you can check the financial import measures that apply to your goods:

  • import duties
  • import VAT and excise
  • Depending on the commodity, you may also find additional sections such as:
  • trade remedies, safeguards and retaliatory duties
  • suspensions

Review each section that applies to your goods and their country of origin.

Financial measures are rarely applied to export declarations. Under Export you'll see any EU export controls that apply to the commodity. You must meet these requirements before you move the goods from Northern Ireland.

Check control measures

You can check the import or export control measures that apply to your goods under Import controls or Export controls in the commodity code page.

First, check if the control applies to your goods. Then check what information you need to include on your declaration to meet the control.

The Northern Ireland Online Tariff includes both UK and EU controls. When moving goods to or from Northern Ireland, you must meet EU requirements.

If the conditions for an import or export control show that you need certificates, licences or other documents, your goods are controlled. Check the guidance on moving controlled goods from Great Britain to Northern Ireland to find out what information you must include in your declaration when using the Trader Support Service.

Example: import control of organic products

If your goods are subject to import controls for organic products, select Conditions to see which document code applies. You will need to enter this document code on your declaration.

For example, cider apples have a commodity code of 0808108010 (opens in a new tab).

Under EU import controls there is an import control of organic products which applies to ‘All countries’. Under Conditions you will see the conditions you must meet for the measure:

  • C644 – use this document code on your declaration if the goods are organic and provide a Certificate of Inspection to support the claim
  • Y929 – use this if the goods are not organic, no certificate is required

If you’re not sure which condition applies, read the relevant legislation linked to under Requirements. Check under Legal base and Footnotes, where necessary, to make sure.

Once you have selected the applicable document code, scroll down and select Guidance for completing CDS Data Element 2/3. This shows what you must enter on your declaration. You may also have to confirm the status of the document. You can find a list of document status codes to use on your declaration (opens in a new tab).

When filling out your customs declaration, attach any licences, certificates, or supporting documents upfront. This helps avoid delays if your movement is selected for extra checks.

What each measure means

Find out what each measure means, and what you’ll need to do.
