Before you start
There are actions you must take to gather the information needed to complete the IMMI.
Actions you need to take
Make sure the party responsible for the submission of the IMMI has accurate details about the goods. The submitter will use this information to complete the form.
Before submitting: who does what
Trader (seller, exporter, buyer, importer)
- Sign up for the Trader Support Service (one-time step).
- Ensure your UK Internal Market Scheme (UKIMS) (opens in a new tab) authorisation to use simplified processes is in place and active on your Business profile (one-time step).
- Authorise subcontracted parties to use your UKIMS authorisation and Trader Goods Profile (TGP) (if you have one) to submit the IMMI on your behalf (opens in a new tab) (one-time step).
- If you move prepackaged retail food and drink for final consumption in Northern Ireland, register for the Northern Ireland Retail Movement Scheme (NIRMS) (opens in a new tab) and ensure you upload your authorisation to your Business profile in the Trader Support Service portal (one-time step).
- Give subcontracted parties the information demonstrating that your business and the goods are eligible to use simplified processes. You can check if you are eligible for the simplified processes for Internal Market Movements (opens in a new tab).
- Check if your EORI number listed on your Business profile is the same EORI number that is linked to your UKIMS authorisation.
- Check whether the IMMI is to be submitted before or after the movement, and who will be responsible for submitting the form.
- Gather the details required to complete the IMMI. If your haulier or intermediary is submitting on your behalf, they may ask you for these details.
Transporter (carrier or haulier)
- Sign up for the Trader Support Service (one-time step).
- Get permission from the trader to use their UKIMS and TGP, to submit IMMI on their behalf (one-time step). You will need to ask the trader to do this via their Business profile in the Trader Support Service. Traders can change or revoke access permissions to their UKIMS and TGP at any time.
- Register for the Goods Vehicle Movement Service (opens in a new tab) on GOV.UK to create a Goods Movement Reference and present it at the port of departure (one-time step). Find further guidance on Creating a goods movement reference.
- Check with the trader if their business and their goods are eligible to use the simplified processes.
- Gather the details required to complete the IMMI. You will need to ask the trader for these details if submitting them on their behalf.
Intermediary (agent, freight forwarder)
- Sign up for the Trader Support Service (one-time step).
- If you are acting as importer of record, ensure your UK Internal Market Scheme (UKIMS) (opens in a new tab) authorisation to use simplified processes is in place and active on your Business profile (one-time step).
- Get permission from the trader to use their UKIMS and TGP, to submit IMMI on their behalf (one-time step). You will need to ask the trader to do this via their Business profile in the Trader Support Service. Traders can change or revoke access permissions to their UKIMS and TGP at any time.
- Check with the trader if their business and their goods are eligible to use the simplified processes.
- If you are submitting information on behalf of the trader, check if your EORI number listed on your Business profile is the same EORI number that is linked to your UKIMS authorisation.
- Check whether the Internal Market Movement Information is to be submitted before or after the movement, and who will be responsible for submitting the form.
- Gather the details required to complete the IMMI. You will need to ask the trader for these details if submitting them on their behalf.
Details required to complete the IMMI
To complete the IMMI, you need key details about the:
- parties involved
- goods
- transport
Traders, hauliers, or intermediaries can get this information from the:
- commercial invoice - includes the names of the seller/exporter and buyer/importer, the value of the goods, and a description of the goods
- packing list - shows the number of packages, as well as their weight and size
- transport documents - Bill of Lading (sea), CMR note (road)
- Trader Goods Profile – if used to pre-populate information about goods associated with a commodity code

The Trader Support Service will assist you in auto populating the following information:
- the UK Internal Market Scheme (UKIMS) authorisation for the Importer of Record (if the trader has one and is uploaded in the Business profile)
- the Northern Ireland Retail Movement Scheme (NIRMS) authorisation (if the trader has one, is uploaded in the Business profile, and is moving a NIRMS-applicable commodity code)
- the name and address of EORI holders (provided they have a Trader Support Service account not set to private)
- procedure code 4000, for traders who have specified that they do not move goods into a customs or excise warehouse on their Business profile
- a recommended Additional Procedure Code, based on the commodity code entered or populated through the Trader Goods Profile (TGP). The recommended Additional Procedure Code must still be checked
- the Document References related to the trader’s authorisations
- the Document Codes related to the type of transport
- additional Information Codes NIDOM and NIREM
Submitting information
When you have all the details you need, you can submit your information. Take the following steps:
- fill out the IMMI with the details gathered and submit the form using the Trader Support Service.
- you or your haulier or intermediary will need to submit the IMMI, through the Trader Support Service at least 2 hours before the goods are due to arrive in Northern Ireland
After submitting information
After you send your information, the following will happen to keep your goods moving:
- the Trader Support Service will send the information submitted directly to the Customs Declaration Service.
- the Trader Support Service will send you an email with the Movement Reference Number (MRN) of your Internal Market Movement Information
- to allow your transporter to get a goods movement reference, you need to provide them the MRN of the Internal Market Movement Information.
Completing an entry summary declaration with IMMI
You can choose to complete the IMMI (if eligible) at the same time as the entry summary declaration. This can be done as part of the entry summary declaration consignment. You’ll need to provide some extra information to the party that will be dealing with the transport and submission of the entry summary declaration.
Ensure you provide the following information to the entry summary declaration submitter:
- make sure the Importer EORI in the entry summary declaration matches the EORI linked to the UKIMS authorisation.
- check the information needed to complete the entry summary declaration
- if you, as a trader, submitted the IMMI, give the haulier or intermediary responsible for transporting the goods the Local Reference Number (LRN) generated by the Trader Support Service after you submit the form
- the Trader Support Service will send the submitter the MRN of the IMMI and the entry summary declaration MRN
