Setting up your business profile and permissions
Before you start using the new Trader Support Service (TSS) check that the information in your business profile is accurate and complete.
From 6 October, you can submit declarations for movements planned for 20 October and later. From 20 October, all new movements must start on the new TSS.
Your business account admin should check the business profile and make any necessary changes. Other users can view the profile but cannot amend business information.
Signing in to the new platform
When you receive your welcome email to the new TSS and select the secure link, you will need to reset your password before signing in for the first time.
To do this:
- Select I have forgotten my password
- Enter the email address you use for the outgoing service and select Send email
- Select the secure link sent to your email
- Complete the multi-factor authentication (MFA)
- Create and confirm your new password
- Sign in again using your new password
Business details and EORI numbers
Open your business profile and check that:
- your business name and address are correct
- your EORI numbers are correct
If an EORI number is missing or incorrect, the account admin can add or amend it.
In some cases, admins might have to contact a TSS support agent if additional information is needed to make the change.
Using an EU EORI in the Trader Support Service
The Customs Declaration Service (CDS) now accepts EU EORI numbers.
If an EU customs authority approves your use of a customs authorisation in Northern Ireland, known as a Multi Member State authorisation, you can also add it to your business profile where it is supported by TSS.
Before using your EU EORI or authorisation through the Trader Support Service, you must complete the relevant steps outside the service. This includes informing HMRC if you intend to use a Multi Member State authorisation in CDS.
Read Using an EORI number from an EU country for goods moving in and out of Northern Ireland for details of the steps you need to take.
Business account users
Review the users listed against your business account.
Check that:
- the users who need to access the new service are listed
- their details are correct
- the correct person is recorded as the account admin
- any users who no longer need access are removed
If someone needs access and is not listed, the admin can invite them from the business profile by selecting View users and then Invite a new user.
The new user will receive an email with a link to the service where they can create their account. After creating their account, they can sign in to the new service.
If you need to change the admin, contact a TSS support agent by telephone on 0800 870 8173 (8am to 5:30pm, 7 days a week).
Contact information
Check that the contact details on your business profile are accurate and up to date, including email addresses and telephone numbers.
Check that the email addresses are correct and monitored by the right people in your business. This will help you receive service communications and respond to requests relating to your movements.
If your details need to change, tell your account admin. Only admins can update user details.
Authorisations
Check that the authorisations you intend to use with TSS are recorded correctly in your business profile. Depending on your business and the movements you make, these may include:
- UK Internal Market Scheme (UKIMS)
- Northern Ireland Retail Movement Scheme (NIRMS)
- Simplified Customs Declaration Process (SCDP) authorisations
- customs special procedure authorisations supported by the service
For each relevant authorisation, check that the reference number and any other recorded details match your authorisation documents.
Add any missing details using the options available in your business profile. If you cannot add or correct an authorisation, contact a TSS support agent by telephone on 0800 870 8173 (8am to 5:30pm, 7 days a week).
Payment information
Check the payment information in your business profile is correct.
If you use a duty deferment account (DDA) on the service, check that the following details are correct:
- duty deferment account number
- guarantee reference number (if applicable)
- deferred payment option (DPO) authorisation number
If you intend to use your agent's payment account, you'll need to agree this with them before you complete any declarations.
If payment information is missing or incorrect, the account admin should update it where the service allows.
Resetting connections to external services
Before you start, make sure you have the Government Gateway details for each external service you want to connect to, for example the Trader Goods Profile (TGP).
Trader Goods Profile (TGP)
- Open your business profile and find the Trader Goods Profile section.
- Select the option to enable the connection. Follow the link to the relevant GOV.UK service and sign in with the account linked to your TGP.
- Follow the instructions to authorise the new Trader Support Service.
- Return to your business profile and check that the connection has been set up.
GVMS for GMR automation
- Open your business profile and find the goods vehicle movement reference (GMR) automation section.
- Select the option to change the automation permission. You will need to sign in to the GOV.UK service with the account you use for GVMS.
- Follow the instructions to authorise the new Trader Support Service.
- Return to your business profile and check that the connection has been set up before using GMR automation.
CDS payment methods: duty deferment and cash accounts
Your payment details may have migrated to your business profile, but you give the new service permission before it can use your Customs Declaration Service (CDS) cash account or duty deferment account (DDA).
- Check the payment details in your business profile, including the account you intend to use.
- Get your TSS EORI number from the TSS contact centre on 0800 870 8173 (8am to 5:30pm, 7 days a week). You'll need this to give the service permission to use your payment account.
- Go to Set up or view an authority on the CDS and sign in with the Government Gateway account linked to the payment account.
- Enter the Trader Support Service EORI for the new service in the CDS to give permission to use your CDS cash account
- Check that the authority is recorded in CDS and that your payment details in the new Trader Support Service are correct before using the account
Resetting internal permissions
If you’re giving another business permission to act on your behalf, make sure it’s also registered on the new service. They will receive a link to register in an email invite.
If you have an agent that acts on your behalf, you'll need to give them permission to represent your business in the Trader Support Service.
- Open your business profile and select View users, then Add an agent.
- Enter the agent’s EORI number starting with GB or XI, check the business details and follow the instructions to grant permission.
- The agent signs in to TSS, opens View businesses who have authorised you and accepts the authorisation.
- The agent selects Represent a trader and checks that they can access the correct business.
Setting user permissions for your UKIMS authorisation and TGP
Once your UKIMS authorisation or TGP details are populated in your business profile, you can give other businesses permission to make declarations on your behalf using your UKIMS authorisation and to access your TGP when acting on your behalf.
Give permission to all businesses:
- Open the relevant UKIMS or Trader Goods Profile section in your business profile.
- Select the option to allow all businesses to act on your behalf using your UKIMS authorisation or access your TGP and follow the instructions to confirm your choice.
Give permission to selected businesses:
- Open your business profile and select View businesses you've given permission to use your UKIMS and TGP.
- Select the option to grant a new business permission.
- Enter the business’s EORI number, check the details and follow the instructions to grant permission.
