Declaration statuses in the Trader Support Service

The Trader Support Service uses statuses to show the progress of goods movements, declarations, and goods movement references, also known as GMRs.

The status shown in the service can tell you whether:

  • you need to provide or correct information
  • your declaration has been submitted or processed
  • your declaration has been accepted
  • you need to take further action

This guide explains the statuses you may see in the Trader Support Service and what action, if any, you need to take.

Entry summary declaration statuses

The entry summary declaration is a safety and security declaration required before goods arrive in Northern Ireland.

When creating an entry summary declaration in the Trader Support Service, you will see a status showing the progress of your declaration.

Draft

What this means

The entry summary declaration has been created in the service but has not yet been submitted to the Import Control System 2 (ICS2). You can still edit it if needed.

What you need to do

Complete the required information. Select ‘Complete and submit’.

Processing

What this means

The entry summary declaration has been submitted to ICS2 and is being processed.

What you need to do

No action is required. Wait for the status to update.

Trader input required

What this means

ICS2 has found an error or requires additional information before the entry summary declaration can be accepted. See the Entry summary declaration errors when using the Trader Support Service guide.

What you need to do

Review the error details and provide corrected or missing information. Resubmit the declaration.

Authorised for movement

What this means       

ICS2 has successfully processed the entry summary declaration and authorised the movement.

What you need to do

No further action is required. The movement can proceed.

Arrived

What this means       

The goods linked to the entry summary declaration have arrived at the border.      

 

What you need to do

No further action is required.

Cancelled

What this means       

The entry summary declaration has been cancelled by the service. This declaration is no longer valid and cannot be used.

What you need to do

If the movement still requires an entry summary declaration, you must create a new one. If not, no further action is required.

Customs declaration types

When making customs declarations in the Trader Support Service, you will see a status showing the progress of your declaration. Some statuses are the same across different customs declaration types. Others only apply to specific customs declaration types.

The customs declaration types are:

·       full import declaration (called a standard declaration in the service, was previously called a Full Frontier Declaration)

·       simplified frontier declaration (called a simplified declaration in the service)

·       entry in the declarant’s records

·       supplementary declaration

·       Internal Market Movement Information (IMMI)

·       full export declaration

Customs declarations statuses

Draft

What this means

The declaration has been created in the service but has not yet been submitted to the Customs Declaration Service.

What you need to do

Complete any missing information and submit the declaration.

What declaration this applies to

All customs declaration types.

Processing

What this means

The declaration has been submitted and is being processed by the Customs Declaration Service.

What you need to do

No action is required. Wait for the status to update.

What declaration this applies to

All customs declaration types.

Trader input required

What this means

The Customs Declaration Service has identified an error, requests documents or requires additional information to be submitted before the declaration can be processed. See Customs Declaration Service errors guide.

What you need to do

Review the error details, provide any requested information, and resubmit the declaration if required.

What declaration this applies to

All customs declaration types.

Pending confirmation

What this means:

Customs has issued a tax calculation, and duties are due for payment. You will be asked to review the VAT, duty or excise duty and confirm if this is correct.

What you need to do

Review the calculation. If the amount is correct, confirm the amount.

If the amount is not correct, you can recall the declaration to draft status from the Payment Overview page. Make any changes and resubmit.

The declaration will return to ‘Pending confirmation’ status. You must now confirm again that the amount is correct.

What declaration this applies to

Applies to:

  • full import declaration
  • supplementary declaration

Awaiting arrival

What this means

The declaration has been accepted, but the goods have not yet arrived.

What you need to do

No action is required. Wait for the goods to arrive and for the status to update. If you know your goods have arrived, but the status has not changed,  contact the Trader Support Service for assistance.

What declaration this applies to

Applies to:

·       simplified frontier declaration

·       full import declaration

·       IMMI

Arrived

What this means

The goods linked to the declaration have arrived at the frontier, and the declaration has been accepted.

What you need to do

No action required.

What declaration this applies to

Applies to:

·       simplified frontier declaration

·       full import declaration

·       IMMI

·       full export declaration

Payment pending

What this means

Customs charges have been calculated and payment is required.

What you need to do

Pay the charges due or check that the duty deferment account used has sufficient funds.

What declaration this applies to

Applies to:

·       full import declaration

·       supplementary declaration

Fiscal hold

What this means

The declaration has been placed on hold following a tax calculation or a customs payment issue.

What you need to do

Review the declaration and complete any payment-related action.

What declaration this applies to

Applies to:

·       full import declaration

·       supplementary declaration

Cancelled

What this means

The declaration has been cancelled and is no longer valid. This can happen if a cancellation was requested via the service and accepted

A cancelled declaration cannot be used or progressed further. This declaration is no longer valid and cannot be used.

If a pre-lodged declaration is not confirmed as arrived within 30 days of the declared arrival date, the Customs Declaration Service will invalidate it.
In the Trader Support Service, the status will show as ‘Cancelled’.
This only applies to pre-lodged simplified frontier declarations, full import declarations, and IMMI declarations.

If the movement still requires a declaration, create a new one.

Closed

What this means

Processing for the declaration has been completed.

What you need to do

No further action.

What declaration this applies to

Applies to:

·       simplified frontier declaration

·       supplementary declaration

·       full import declaration

·       full export declarations

Goods movement reference statuses

When you create a goods movement reference in the Trader Support Service, you will see a status showing the progress of the movement.

Draft

What this means

The goods movement reference has been created in the Trader Support Service but has not yet been submitted for processing.

What you need to do

Complete the required information and submit the goods movement reference.

Processing

What this means

 The goods movement reference has been submitted and is being processed by the Goods Vehicle Movement Service (GVMS).

What you need to do

No action is required. Wait for the status to update.

Not finalisable

What this means

The goods movement reference cannot be finalised because information is missing or conditions have not been met.

What you need to do

Review the movement details and resolve any issues shown in the service before trying to submit the goods movement reference again.

Open

What this means

The goods movement reference is valid and open for check-in at the port.

What you need to do

Check in at the port.

Checked in

What this means

The goods movement has been accepted and can be used to check in at the port.

What you need to do

No action required.

Embarked

What this means

The vehicle linked to the goods movement reference has embarked.

What you need to do

No action required.

Completed

What this means

The movement has been completed.

What you need to do

No action required.

Cancelled

What this means

The goods movement reference has been cancelled by the service and is no longer valid.

What you need to do

Create a new goods movement reference if one is still required.
