How to set user permissions for your UK Internal Market Scheme authorisation and Trader Goods Profile
Learn how to give another Trader Support Service user, such as an agent or haulier, permission to make declarations on your behalf using your UK Internal Market Scheme (UKIMS) authorisation and Trader Goods Profile.

Before you start
The UK Internal Market Scheme (UKIMS) allows eligible goods moving into Northern Ireland to be declared ‘not at risk’ of entering the EU.
If you hold a UKIMS authorisation, you can use it when making eligible declarations through the Trader Support Service. This includes declarations using the Internal Market Movement Information (IMMI), where the eligibility requirements for the IMMI are met.
If you also have a Trader Goods Profile, you can use it to pre-populate goods information when completing the IMMI.
Before you or someone acting on your behalf can use your UKIMS authorisation or Trader Goods Profile in the Trader Support Service, they must be linked to your business profile.
Once they are linked, you can give other Trader Support Service users, such as customs agents and hauliers, permission to make declarations on your behalf using your UKIMS authorisation. You can also give them access to your Trader Goods Profile.
You should only give these permissions to a business, such as a customs agent or haulier, that you have agreed will make declarations on your behalf.
Authorise an agent or haulier to make declarations on your behalf
You can authorise another business, such as a customs agent or haulier, to represent your business and make declarations on your behalf through the Trader Support Service.
Before they can use your UKIMS authorisation or Trader Goods Profile, you must first authorise them as your agent in the service. You should only authorise a business you have agreed will act on your behalf.
Authorising them as your agent is a separate step from giving them permission to use your UKIMS authorisation or access your Trader Goods Profile.
To authorise an agent or haulier to represent you:
1. Go to View business profile.
2. Select View users.
3. Select Add an agent.
4. Enter the agent’s or haulier’s EORI number.
5. Check your answers before completing your submission.
6. Select Complete and submit.
Once you have authorised the user as your agent, you can give them permission to use your UKIMS authorisation and access your Trader Goods Profile to make declarations on your behalf.
Give an agent or haulier permission to use your UKIMS authorisation on your behalf
Authorising another user as your agent does not allow them to make declarations on your behalf using your UKIMS authorisation. You must give them permission separately.
Once you have authorised an agent and given them permission to make declarations on your behalf using your UKIMS authorisation, they will have the option to complete the IMMI on your behalf where the movement is eligible.
To give another user permission to make declarations on your behalf using your UKIMS authorisation:
1. Go to View business profile.
2. Go to the UK internal market scheme (UKIMS) section.
3. Under this section, select the option to change UKIMS access.
4. Enter the EORI number of the agent or haulier you want to give permission to.
5. Check your answers before completing your submission.
6. Select Complete and submit.
Once you have given another user permission to make declarations on your behalf using your UKIMS authorisation , you can give them access to your Trader Goods Profile.
Give an agent or haulier access to your Trader Goods Profile
Giving another user permission to make declarations on your behalf using your UKIMS authorisation does not allow them to use your Trader Goods Profile. You must give them access to it separately.
Once given access to your Trader Goods Profile, another user can use it to pre-populate goods information when completing the IMMI on your behalf. This can reduce the amount of information they need to enter manually and help reduce the risk of errors.
To give another user access to your Trader Goods Profile:
1. Go to View business profile.
2. Go to the Trader Goods Profile section.
3. Select the option to change access to your Trader Goods Profile.
4. Enter the EORI number of the agent you want to give access to.
5. Check your answers before completing your submission.
6. Select Complete and submit.
Check or remove permissions and access
You can review and manage permissions for your UKIMS authorisation and access to your Trader Goods Profile from your business profile at any time. If a user no longer needs these permissions or access, you should remove their access so that only authorised users can act on your behalf.
Removing a user's permission to make declarations on your behalf using your UKIMS authorisation, or their access to your Trader Goods Profile does not remove them as your authorised agent. If you no longer want them to act on your behalf in the Trader Support Service, you should also remove their agent authorisation.
If you have permission to make declarations on behalf of another user using their UKIMS authorisation
If another user has authorised you to act on their behalf and given you permission to make declarations on their behalf using their UKIMS authorisation, you can do so for eligible movements.
If they have also given you access to their Trader Goods Profile, you can use it to pre-populate goods information when completing the IMMI on their behalf.
To make a declaration on behalf of another user:
1. Select Select a company to represent.
2. Find the company you want to act for and select Start representing.
3. Create a new movement on their behalf.
4. Complete the appropriate declaration for the movement. Where applicable, their UKIMS authorisation can be applied to the declaration.
5. If you are completing an IMMI and have been given access to their Trader Goods Profile, you can use it to pre-populate goods information.
